Rand Fishkin covers off some interesting items on SEOMoz.org about the Penguin Update and what you can do about it Rand makes several points below:
- It does not look like it is focused on improving search quality, strangely enough.
- It seems like it has hit the biggest Blackhat spam offenders, but not all of them. It also effects some Greyhat spammy backlink manipulation methods.
- Does not appear to be connect with on-page SEO practices in particular, however outlinks could have been considered. Google released several other updates at around the same time, which makes it hard to diagnose which update caused the penalty.
- It Appears to have targeted a larger number of web service industry sites which may have been engaging in spammy blackhat techniques.
- It is not yet known if Penguin will be a rolling update, but first indication suggest it may well be.
- Surprisingly, it looks like higher rankings for a lot of very odd, very spammy types of search results in many of the spammiest of spammy verticals/SERPs, which has frustrated many SEOs to no end.

Nevertheless, the results still seem to be unexpected for many who have not followed the so called link building methods, was there a bug in the code? What does Google want us to do? Whitehat? Content building?
